That patchmonster Herbert has included it in his -ck1 patch stream.
The most recent I could find that includes it is v1.3.5; pretty

You'll need a vanilla 2.4.24 Linux kernel, with this patch applied:

Make sure you are running the right version of the util-vserver package too.
