vapt-get itself can be found here[1].
It uses the apt port[2] for rpm and calls 'vrpm-wrap' instead of
the plain 'rpm' binary.
'vrpm-wrap[3]' is a LD_PRELOAD wrapper which replaces execv() to
start rpm-scriptlets in the vserver-ctx with restricted rights;
the file-extraction phase happens in host-ctx with all rights.

Yes, I have not found time yet to make it something officially.
Currently I provide patches/standalone scripts only.
