You need to find the vanilla kernel and patch it yourself.
RedHat is notorious behind on the kernels. Because they want to test
and be sure it's a stable kernel before they release it.
ftp://ftp.funet.fi/pub/linux/kernel/v2.4/
is A place where you can find the vanilla kernel. I know this was THE
place that new kernels used to be released to directly by Linus years
back not sure if this is still the case.
