I only use the normal reboot command, and that works fine.
Did you install the vserver-tools from the tar-ball or as Debian package ?
My Setup:
Debian Woody
kernel 2.4.19ctx-15
vserver 0.21-1 (Debian package for the tools)
debootstrap for creating vserver (as described in /usr/share/vserver/README.debian)
I'm not sure, how much there was change in the Debian package compared with the
original tarball
