Its look like it has something to do with the way that the rh8.0-minimum is
build it contains things such as
4Suite-*.i386.rpm
Canna-*.i386.rpm
Canna-libs-*.i386.rpm
Distutils-*.noarch.rpm
Which does not work I replaced all the files with something similar to this
setup-[0-9]*.noarch.rpm
bdflush-[0-9]*.i386.rpm
db4-[0-9]*.i386.rpm
glib-[0-9]*.i386.rpm
At this point RedHat 8.0 installs properly from scratch, is this only me or
should this rh8.0-minimum file be setup differently then it is?

I got those kind of problem too on fresh RH 8.0 install and Mandrake 9.0
install trying to create the first vserver from root with newvserver command
(with 2.4.20ctx-16).
To make it work, I have to make vserverbuild to make the first vserver and
then clone other vserver from this one (otherwise, it won't work, it keeps
telling me that it created the vserver in 0 seconds, and in fact, it only
created /dev and /proc in /vservers/thevserver/ ).
That maybe related... anyone have a clue ?
