Have you tried stoping and starting apache. I wonder if 'gracefully' restarting
means that the old process is execing a new copy of apache, so still operating
as the same process. The interest of graceful restart like this (Never looked
at apache code, but this is possible) is that apache would be able to keep
the socket open and passes it to the newly started program. this way, there is no
service interruption at all.

If you stop and start, then a new process will run and it will be bound to
the chbind.

Again, not sure, but this may be the explanation.
