.deb is debians package, like redhat and others call theirs .rpm
(i think) root_server means that this package contains the vserver
utils, and
/vservers, /etc/vservers, and possibly the kernel patch, or a kernel
itself.
When you install it, you could possibly make vservers in a dir under
/vserver,
and then run it there.
